Ownership Assistance Program
The Department of Hawaiian
Home Lands developed the Home Ownership Assistance Program (HOAP) to
increase homeownership opportunities for eligible beneficiaries of the
Hawaiian Homes Commission Act. The ultimate goal of HOAP is to
empower beneficiaries to qualify and purchase or construct homes on
Hawaiian home lands.
HOAP is a program of the Department of Hawaiian Home Lands, administered
by the Council for Native Hawaiian Advancement (CNHA) and delivered by
multiple Provider firms dedicated to affordable housing initiatives in
the state of Hawai‘i.
DHHL’s Home Ownership Assistance Program consists of the following
components:
--Access to the HOAP Information Call Center;
--Delivery of HHCA Orientation Workshops;
--Delivery of DHHL Application & Genealogy Workshops;
--Delivery of Homebuyer Education & Financial Literacy Courses;
--Access to Providers that deliver one-on-one assistance in credit repair,
mortgage lending; applications, financial management, and other
homeownership relevant assistance; and
--Access to Providers that specialize in credit repair, debt reduction
and/or debt restructuring.
HOAP & HHCA Orientation Sessions
The Orientation Sessions are intended to provide participants with an
introduction to HOAP and the homeownership process. These sessions will
include an overview of the Hawaiian Homes Commission Act which guides
the Department of Hawaiian Home Lands’ mission and policies, inform
participants about the homestead application process, provide updates on
DHHL’s development schedule statewide, include an overview of the
homebuyer education and case management services that are available, and
introduce them to local Providers in the State.
To date, 12 sessions have been held attracting over 950 Native Hawaiians
throughout the state of Hawaii. Attendees score the value of these
sessions in the 90 percentile on content and presentation. Attend
a session in your community to become informed about homeownership
opportunities and the assistance available in the Hawaiian Home Lands
program.
Schedule of Sessions:
--November 16, 2005 – Kula Elementary School, Maui
--January 11, 2006 – King Intermediate, Oahu
--January 25, 2006 – Kekaha Neighborhood Center, Kauai
All Orientation Sessions are scheduled from 6:00 - 8:00 p.m.
